摘要
治理理论主张治理主体的多元化,治理过程的互动化,治理方式的多样化,这为社会参与档案事务提供了理论支持。文章从治理理论视角出发,探讨了档案事务社会参与的路径,包括管理决策参与、资助捐赠参与、志愿服务参与、项目合作参与、私人办馆参与、社群自治参与等;并提出了国家应从培育与壮大社会力量,扩展档案事务管理参与主体;加强政策和法律建设,创造档案事务社会参与环境;采用分类治理的方式,拓宽档案事务社会参与宽度等三个方面保障社会力量的有效参与,以期为我国档案事业的深入发展提供指引。
The governance theory promotes that governance subjects are diverse,and governance means are multiple,and governance process is interactive,which provides theoretical support for the social participation of archival transaction.From the perspective of governance theory,the paper discusses the pattern of social participation,including participation in decision-making,participation in donations funded,participation in volunteer service,participation in project cooperation,participation in private archives,participation in community autonomy,and so on;and puts forward that the country should foster and strengthen social forces to expand the building of archives in the subject;and strengthen the policy and legal construction to create good environment for social participation of archives;and use the way of classified governance to widen the width of social participation in archival transaction and other three aspects to ensure the effective participation of social forces,in order to provide guide for the thorough development of Chinese archival career.
