摘要
2019年我国人均GDP突破1万美元,经济发展处于迈向高收入阶段的关键时期;高等教育毛入学率超过50%,进入普及化发展阶段。主要发展矛盾的重大变化必然要求高等教育体系进行结构化改革:建立具有多样性、系统性、开放性、包容性的现代化第三级教育体系;发展形态从要素性增长转变为内涵驱动的整体性发展,从独立成长转变为与社会经济协同发展,从模仿跟踪转变为主动创新发展;树立以人为本的高等教育功能观,从以服务经济社会外部性、延展性功能向以人为本、服务人才培养与科学研究本体功能转变,从规模、效率优先的价值目标向公平与效率并重价值目标转变,从单一化、相互模仿向特色化、错位竞争发展转变,从结果型评估向发展型评估转变。
In 2019,China’s GDP per capita exceeded US$10,000,which was a critical period of economic and social development towards high-income;the gross enrollment rate of higher education exceeded 50%,entering the stage of popularization.The change of the main contradiction required the reform of higher education system.It should establish the modern tertiary education with diversity,systematicness,openness and inclusiveness;transform the development pattern from elemental growth to connotation-driven development,from independent growth to socio-economic development,and from imitation to innovation;and set up the people-oriented view of higher education function,from serving socio-economic to serving talent cultivation and research,from scale and efficiency priority to equality and efficiency priority,from homogenization to individualization,and from result-centered evaluation to development-centered evaluation.
