自然资源卫星遥感常态化监测框架设计及关键技术 被引量:27

摘要 卫星遥感一体化数据采集、处理等对地观测体系已经构建,但自然资源卫星应用技术体系建设尚不成熟,极大地限制了卫星遥感应用综合产品体系的构建以及地方自然资源调查监管体系的现代化。结合当前测绘遥感行业的先进技术和理念,研究自然资源卫星遥感常态化监测的新方法、新技术具有重要的理论和实践意义。通过突破自然资源卫星遥感常态化监测等系列关键技术,开展全国全要素常态化季度监测、重点区域高频次精准监测、特定目标即时监测和“数量—质量—生态”三位一体监测,服务自然资源调查、监测与监管主体业务,构建全覆盖、全要素和多尺度的自然资源卫星遥感监测体系,全面提升自然资源卫星遥感数据保障、常态化监测、信息服务和决策支持能力。 The earth observation system including integrated data collection and processing of satellite remote sensing has been constructed.However,the construction of natural resources satellite application technology system has still problems,which greatly limits the construction of integrated product system for satellite remote sensing application and the modernization of local natural resources investigation and supervision system.Combined with the advanced technology and concept of surveying,mapping and remote sensing,it is of great theoretical and practical significance to propose new methods and techniques for natural resource satellite remote sensing normalization monitoring.Through developing a series of key technologies,such as natural resource satellite remote sensing regular monitoring,we will carry out regular quarterly monitoring of all elements in the whole country,high-frequency and accurate monitoring of key areas,real-time monitoring of specific targets and“quantity-quality-ecological”trinity monitoring,serve natural resources investigation,monitoring and supervision of the main business,build a full coverage,full-factor and multi-scale natural resources satellite remote sensing monitoring system,and realize the comprehensively enhancement of the data security of natural resources satellite remote sensing,and the capabilities of regular monitoring,information services and decision support.
