摘要 进入大数据时代,高校各项采购任务剧增,现行的线下采购业务流程无法满足需求。利用ASME方法分析现有的采购流程,通过ASME的优化理念和“电子政务”思想双管齐下重构现有流程,规避风险隐患,减少采购周期,提升服务质量。同时研发基于Express3.0框架的一站式采购管理平台,将采购管理、审批管理、库存调拨管理、文档电子化归档管理等整个重建流程变为线上操作平台,平台研发从采购实际情况出发,秉承“以人为本”的设计理念,在功能完善方面做了很多人性化的设计和扩展,第一通过入口控制设计,解决采购流程不明确的问题。第二通过合理的系统并发量和控制机制设计,有效防止了采购任务陡增所引起的系统响应速度问题和I/O阻塞问题。第三通过重点研究数据接口自定义,解决了数据读写安全和系统数据一致性问题。最后通过设计管控点机制,使系统极大方便了高校项目管理及设备采购管理部门的工作。 With the entry of the era of big data,the purchasing tasks of colleges and universities have increased dramatically,and the current offline purchasing business process can not meet the demand.This paper uses ASME method to analyze the existing procurement process,reconstructs the existing process through the optimization concept of ASME and the idea of"e-government",avoids risks,reduces the procurement cycle and improves the service quality.At the same time,we develop a one-stop purchasing management platform based on Express 3.0 framework,it transforms the whole reconstruction process of purchasing management,approval management,inventory allocation management and electronic archiving management into an online operation platform.Based on the actual purchasing situation,the platform R&D has carried out many humanized designs and extensions in terms of function improvement,adhering to the"people-oriented"design concept.Firstly,through the design of entrance control,the problem of unclear purchasing process is solved.Secondly,through the rational design of concurrent volume and control mechanism,the system response speed and I/O congestion caused by the steep increase of procurement tasks are effectively prevented.Thirdly,by focusing on data interface customization,the problem of data read-write security and system data consistency is solved.Finally,through the design of control point mechanism,the system greatly facilitates the work of university project management and equipment procurement management departments.
