摘要
"多规合一"是目前我国正在广泛开展的国土空间规划所需实现的目标之一。由于受到信息基础设施落后和专业技术人员缺乏的限制,我国众多的小城镇在实现这一目标时普遍面临较大困难。本文以湖北省神农架林区为例,设计了一套面向小城镇的多规合一云服务系统。该系统主要包括两个模块:(1)冲突检测,用于识别不同政府部门所制定规划之间的空间冲突;(2)预警,用于分析和报告拟编制的地方规划对城市增长边界、生态保护红线和永久基本农田的潜在占用威胁。该系统的成功实践对其他地方的多规合一和空间资源智慧化管理工作具有示范意义。
"Multi-plan integration" is one of the objectives of the territory space planning carried out widely in China. Due to the lack of technical infrastructure and the limitations of technical personnel, many small towns in China are facing great difficulties in achieving this goal. This paper introduces a system based on cloud service platform to help small towns implement the multi-plan integration task. The system consists of two modules. The first is conflict detection, which is used to identify the spatial conflicts among the plans formulated by different government departments;the second is early warning, which is used to analyze and report the potential invasion of the local plans to the urban growth boundary, ecological protection red line and permanent basic farmland. The system has been implemented in Shennongjia forest region in the western mountainous area of Hubei Province. The sucessful implementation of the system has extensive demonstration significance for the intelligent management of space resources in other places.
