摘要
随着我国城镇化进程的不断推进、国家乡村振兴战略的提出,我国乡村地区的发展建设逐渐成为城乡规划领域的研究热点。为响应时代的号召和乡村现实需求,各地先后涌现出一批新的规划工作队伍——乡村规划师。本文首先从纵向研究我国乡村建设历程及乡村规划师制度的发展过程,将其划分为:酝酿阶段、萌芽阶段、快速转型阶段。其次,从时空分布、人员构成、职责构成、任职方式等方面分析我国乡村规划师制度的现实特征。再次,通过研究荷兰、日本的乡村规划历程,寻求可供我国借鉴的经验。最后,提出适合我国现阶段国情的乡村规划师制度完善对策:明确村庄村民主体意识;完善乡土规划师管理制度;积极引入非政府组织。
With the in-depth advancement of China’s urbanization process and the proposal of the national rural revitalization strategy,the development and construction of rural areas in China has gradually become a research hotspot in the field of urban and rural planning.In response to the call of the times and the real needs of the countryside,a batch of new planning work teams-rural planners have emerged in various places.This article first longitudinally studies China’s rural construction process and rural planner system,and divides it into:brewing stage,budding stage,and rapid transformation stage.Secondly,it analyzes the practical characteristics of China’s rural planner system from the aspects of time and space distribution,personnel composition,responsibility composition,and employment methods.Then,through the study of the rural planning process in the Netherlands and Japan,we can seek lessons for our country.Finally,it proposes strategies for perfecting the rural planners in China at this stage:clarify the awareness of villages and villages;improve the management system of local planners;actively introduce non-governmental organizations.
