摘要
随着我国PPP项目的发展应用,政府越来越强调PPP模式的规范化,在政府关注控制地方隐性债务的同时,社会资本方对项目建设的风险承担能力更为重视。与此同时,PPP项目的收益率呈现下降的趋势。社会资本方建设期的管理模式会影响项目的工期进而影响项目的收益率。因此对PPP项目建设期的高效管理进行研究非常重要。本文以南方某智慧快速路PPP工程为研究对象,针对项目公司建设期的创新管理模式,提出统筹投资、设计、施工等各参建方资源,采用一体化管理模式的各类措施,并将采用该管理模式前后的工程进展情况进行对比分析,验证该管理模式的有效性。结果表明一体化管理模式能够有效提高各参建方的积极性进而调动各方资源、缩减工期、节约成本,从而为提高PPP项目的收益提供科学的建议和参考。
With the development and application of PPP projects in China,the government is increasingly emphasizing the standardization of the PPP model.While the government is paying attention to controlling local hidden debts,social capital is more cautious about the risk-taking capacity of project construction.In addition,the profit of PPP projects has decreased.The management mode of the social capital during the construction period will affect the project’s duration and thus the project’s rate of return.Therefore,it is necessary to study how to improve the management efficiency of PPP project in the construction period.This paper takes the PPP project of a smart expressway in the south as the research object,proposes to coordinate the resources of the participating contractors,adopts the integrated management model and other measures for the management model of the project company during the construction period,and then compares the project progress before and after the integrated management model to verify the effectiveness of the management mode.From the comparative analysis,it can be seen that the integrated management model can effectively improve the enthusiasm of the participating parties and mobilize the resources of all parties to reduce the construction period and save costs,thereby providing scientific advice and reference for improving the profits of the PPP project.
