摘要
中国特色党政复合体制是中国共产党近百年的治党经验和七十多年的治国实践共同孕育的果实,体现出外部政治环境与党政内部系统的调适与发展的动态特征。党政复合体制的结构优化与功能发挥有赖于作为领导党与执政党的中国共产党与政府之间的结构性嵌入与系统性耦合,而只有保持党政关系的和谐共振才能保证执政党治理能力的充分彰显与治国方略的真正实现。党政复合体制的运作逻辑表征为党政之间的结构耦合、角色转换、职能分工与功能互补,而由党政复合体制所营造出的和谐党政关系不仅保障着执政党的合法性统治,而且能够发挥出巨大的治理效能。
The compound system of party and government with Chinese characteristics is the fruit of nearly 100 years of party governance experience and more than 70 years of governance practice of the Communist Party of China.It reflects the dynamic characteristics of the adjustment and development of the external political environment and the internal system of party and government.The structural optimization and function of the political compound system depend on the structural embedding and systematic coupling between the CPC and the government as the leading party and the ruling party,and only by maintaining the harmonious resonance of the relationship between the party and the government can the ruling party fully manifest its governance ability and truly realize its strategy.The operation logic of the party-government compound system is characterized by the structural coupling,role transformation,functional division of labor and complementary functions between the party and the government,and the harmonious party-government relationship created by the party-government compound system not only guarantees the legitimacy of the ruling party,but also gives full play to the governance efficiency.
