摘要
20世纪50年代初期,新中国的文化建设在文艺领域持续推进。戏曲由于具有广大的群众基础,从而成为新政权构建新的文艺政策的重心。政府希望通过对戏曲的改造,以加强对全国剧团及艺人的领导和管理,进而规范戏曲领域的自由市场。不过,政府的这一目标却在温州遇到了阻力。新中国初期温州各级文化部门对剧团的管理过程,既展示了受限于文化市场的持续存在,国家在基层的文化政策目标始终难以实现的困境,也反映出中国共产党治理基层社会的一种常态——放养式管理。
In the early 1950s,the cultural construction of P.R.China continued to advance in the field of literature and art.Because of its broad mass base,opera became the focus of the new regime's literary and artistic policies.Through the transformation of the traditional opera,the government attempted to strengthen its leadership and better supervise theatrical troupes and artists,so as to regulate the opera market.However,the government encountered resistance in Wenzhou.The management process by the cultural departments at all levels in Wenzhou showed not only the state’s predicament at the grass-roots level due to the continuous existence of the local cultural market,but also the Party’s local laissez faire management.
