摘要
在国家高度重视既有建筑节能改造的背景下,合理协调各方利益成为推动老旧小区节能改造的关键。论文首先界定了夏热冬冷地区老旧小区节能改造的内涵,节能改造项目EPC-PPP模式及运作流程。以现金流折现法将外部效益内部化,建立老旧小区节能改造的综合效益量化模型。运用利益相关者理论,依据改造项目参与程度选取节能服务公司、政府和小区居民组成合作博弈联盟,建立基于改进Shapley值的夏热冬冷地区老旧小区节能改造效益分配模型。
Under the background that the state attaches great importance to the energy-saving renovation of existing buildings,the key to promote the energy-saving transformation of old residential areas is to coordinate the interests of all stakeholders reasonably.Firstly,the paper defines the connotation of energy-saving renovation of old residential areas in hot summer and cold winter region,and explores the EPC-PPP mode and operation process of EE transformation project.The external benefits are internalized by the discounted cash flow method,and the comprehensive benefit quantitative model of energy-saving reconstruction of old residential quarters is established.Based on the stakeholder theory,according to the degree of participation in the transformation project,the energy-saving service companies,the government and residents are selected to form a cooperative game alliance,and the benefit distribution model of energy-saving transformation in old residential areas in hot summer and cold winter areas is established based on the improved Shapley value.
