摘要
当前我国经济面临的下行压力和外部环境不确定性带来的挑战仍然比较大,但是也有越来越好的条件、基础以及相应的环境。2020年经济工作最重要的目标任务是确保全面建成小康社会和“十三五”规划圆满收官,我们要坚持“稳”字当头,坚定不移贯彻新发展理念,落实好各项区域发展规划,努力开创经济工作新局面,同时为“十四五”发展和实现第二个百年奋斗目标打好基础。实现绿色建筑数字科技与健康人居环境协同创新研究平台的融合,使城市建设由“以物为主”转变为“以人民为中心”,关注人居需求、人体健康、行为习惯;新技术革命正广泛而深远的影响未来人居环境建设;智能制造技术变革将催生以“中国建造”和“新城建”相融合的人居环境新产业集群。本研究将成为撬动新内需、提振新经济、改善人居环境及全面实现小康社会发展目标的重要引擎;将贯彻“人民至上”发展理念,大力推动以人民为中心的“新城市科学”创新与城市绿色宜居高质量发展;将是推动建设领域向智慧化、绿色化变革,促进“中国建造”与“新城建”融合发展,打造全球领先的智能建造强国的重大举措;将补足我国人居环境领域大数据采集、数据资产管理、自主创新等短板,并将保障国家信息安全。面向未来城市人居环境建设需求,整合建筑科学、健康科学以及行为科学研究,依托相关领域产、学、研优势力量,结合新兴信息技术集成应用,集中研发并建设全球领先、装备一流、高度集成、高智能化、开放共享的城市人居环境和绿色建筑数字科技综合研发创新基地。
At present,China’s economy is facing downward pressure and challenges brought by external environment uncertainty,but there are also better conditions,basis and corresponding environment.The most important goal and task of economic work in 2020 is to ensure the completion of a well-off society in an all-round way and the successful conclusion of the 13th Five Year Plan.We should adhere to the principle of“stability”,unswervingly implement the new development concept,promote various regional development plans,strive to create a new situation in economic work,and lay a solid foundation for the development of the 14 th Five Year Plan and the realization of the second centenary goal.To realize the integration of collaborative innovation research platform of Green Building digital technology and healthy living environment construction,change urban construction from“material-oriented”to“people-centered”,pay attention to human settlement demand,human health,behavior habits;new technology revolution has widely and far-reaching impact on future living environment construction;intelligent manufacturing technology reform will give birth to new industrial clusters and human living environment with the integration of“Built in China”and“New Infrastructure”.This study will become an important engine to leverage new domestic demand,boost the new economy,improve the living environment,and comprehensively realize the development goal of a well-off society;it will implement the development concept of“People First”,vigorously promote the innovation of“New Urban Science”with people as the center and the green and livable high-quality development of cities;it will promote the intelligent and green transformation in the construction field,and promote the integration of“Built in China”and“New Infrastructure”to build a global leading intelligent construction power;it will complement the shortcomings of big data collection,data asset management,independent innovation and other aspects in the field of
