摘要
附属型公共服务设施是我国城市公共服务设施供给体系的重要组成之一。文章通过辨析当前三种公共设施空间配置模式,厘清了附属型公共服务设施的概念内涵,进一步梳理附属型公共服务设施的分类体系,指出附属型公共服务设施规划的要点和原则在于“以人为本、因地制宜、统筹协调”,并从“目标人群分析、公共场所兼容、空间规划落实、部门协同治理”着手构建附属型公共服务设施规划的策略与方法。希望通过对附属型公共服务设施的规划探索,全面提升城市人本关怀“温度”。
Affiliated public service facilities are an important component of urban public service system.Based on an analysis of three existing spatial configuration models,the paper clarifies the concept and connotation of affiliated public service facilities,and further studies their categorization.It indicates that the key points and principles of affiliated public service facilities planning are“human orientation,adjustment to local conditions,integration and coordination”,and studies planning strategies and methods by“target users analysis,compatibility with public space,spatial planning,departmental coordination and governance”.The strategies will improve humanistic care of urban public facilities.
