摘要
当前在重大突发事件中对吹哨人及其吹哨行为存在应对不及时、处置不恰当、保护不充分、联动不快速、奖励不便利等现状。各级政府及各突发事件应对部门应完善突发事件吹哨行为主动应对制度、建立突发事件吹哨行为恰当处置制度、健全突发事件吹哨人全程保护制度、构建突发事件吹哨行为快速联动制度、落实突发事件吹哨人便利奖励制度。
There are problems such as untimely response,improper handling,inadequate protection,inefficient joint-action responses and inconvenient rewarding management for responding whistle blowers as well as their acts of emergency blowing.Therefore,the government at all levels as well as every emergency department should proactively improve the response system for whistle blowing in emergencies,establish an appropriate handling system for whistle blowers in emergencies,and customize the full protection system for whistle blowers when it is in emergencies,develop rapid joint-action response scheme whilst in emergencies and take effect on awarding system efficiently.
