摘要
社区早期教育公共服务体系是国家公共服务体系建设的重要组成部分。充分整合公共教育、卫生和社区资源,面向社区开展普惠性0-3岁婴幼儿家长早期教育指导服务是大势所趋。西安市早教公共服务存在的主要问题,如社区早教公共服务中心站点极少;服务对象面窄、普惠性服务少且频率低等。对此,通过整合资源,鼓励有条件社区优先设立0-3岁婴幼儿公共服务站点;政策跟进,构建社区教育公共服务政策保障体系;多方参与,提升公益性早教指导服务数量及质量;人才为先,鼓励有条件高校培养早期教育专业师资;移动互联,构建公共早教资源线上共享平台。
Early community education public service system is important to the national public service system construction.It is irresistible to integrate public education with medical and community resources to provide early education service for parents and their children under three.The paper analyzed the existing problems in early community education public service system in Xi'an city,and made some suggestions,such as to establish enough public service sites,to build a policy guarantee system,to improve the quantity and quality of early education services,to train qualified social workers,and to build an online platform to share resources.
