摘要
基层治理面向的是复杂社会,科层治理的复杂逻辑难以有效应对基层治理复杂性,也难以实现基层的韧性治理。通过对简约治理与复杂治理的理论辨析,认为防范复杂社会的风险与挑战,实现基层社会韧性治理,需要为现有基层治理体系注入简约治理逻辑。简约治理逻辑与科层治理的有效组合需要折叠型治理形态。折叠型治理依据事务的不同属性,同时包容"折叠"与"展开"两种治理策略,能够根据不同时空情境实现"折叠—展开"的转换。折叠型治理为在科层治理主导下嫁接简约逻辑提供了可能,也为在既有体制下不断拓展基层治理的活力与弹性提供了空间。
Grass-roots governance roots a complex society.For hierarchical governance,its complexity fails to cope with the complexity embedded in grassroots effectively.Therefore,resilient governance for grass-roots cannot be reached.Following the theories of minimized governance and complex governance,this paper develops a logic of minimized governance targeting to prevent complex societal risks and to grab resilient governance for grass-roots.The folded governance,which integrates the minimized governance and hierarchical governance,emerges as a strategy involving"fold"and"unfold"regarding various attributes of public affairs.It can change its pattern of"fold-unfold"in accordance with different time-spatial contexts.The folded governance liaises the hierarchical governance with minimized logic and extends the dynamic and resilience of grass-roots governance under the existing system.
