摘要
针对我国建筑施工领域资质管理和诚信经营,近年来建设主管部门利用大数据等现代化手段不断简化监督流程,坚持完善和发展中国特色社会主义制度,推进国家治理体系与治理能力现代化是全面深化改革的总目标。近年来,随着网络信息技术与大数据的快速发展,政府不断简化行政监督管理程序,优化监督模式,利用互联网和大数据技术实施严格、高效、刚性监管已实现监管现代化、形成监管新常态。本文就施工企业在面对建设行政监管新常态时,在资质维护、投标采购、项目管理等方面面临的管理制度创新、信息化建设等挑战进行浅层剖析,并就如何适应行政监管新常态依法合规开展生产经营、实现企业现代化管理的转型升级提出个人见解。
In allusion to construction operation field qualification management and integrity operation in China,in recent years,competent department uses big data etc modem means to simplify supervision process,persists in improvement and development of Chinese characteristic socialist system.To push forward national governance system and governance capacity modernization are the general objective for deepening the reform comprehensively.In recent years,along with network information technology and big data develop rapidly,government has continuously simplified administrative supervision management procedures,optimized supervision mode,using internet and big data technology implemented strict,efficient,rigid supervision and realized supervision modernization,formed supervision new normal.With regard to construction enterprise facing administrative new normal,the paper has carried out shallow anatomical analysis on aspects of challenges from qualification maintenance,bidding purchasing,and project management faced management system innovation and informatization construction.Finally,the paper has put forward personal opinion on how to adapt new normal of administrative supervision,launch production and operation in accordance with law and rules.
