摘要
中国特色社会主义政治经济学反映进入新时代的时代特征,研究对象转向生产力。解放和发展生产力、达到共同富裕成为主线。财富代替价值成为经济分析的基本范畴。中国特色社会主义政治经济学的理论体系不能从先验的理论出发,只能是问题导向。作为导向问题涉及发展阶段问题和研究层面问题。相应的政治经济学不能只研究制度,还需要研究经济运行和经济发展的问题,由此政治经济学的理论体系就会形成经济制度、经济运行和经济发展(其中包括对外经济)三大部分。基本经济制度分析需要从共存论去认识公有制和非公有制、按劳分配和要素报酬、社会主义和市场经济,从而将制度优势转化为治理优势。经济运行分析服从于资源最优配置的目标,微观分析关注效率,宏观分析则关注经济增长和宏观经济的稳定,也就是经济安全。经济发展分析遵循生产力自身的规律研究发展的规律和相应的发展理念。创新、协调、绿色、开放、共享的新发展理念,推动了政治经济学的发展理论的创新。
Three key aspects are expected to systematically establish the economics with Chinese characteristics and style. First, it tells a Chinese story. Second, its political economy must be of practical value. Third, the Political Economy of Socialism with Chinese Characteristics(hereafter, PESCC)must not only gain domestic recognition, but also gain acknowledgement from the world.Marxist political economy is a science to analyze productivity and production relations, whose research object and mainstream have times characteristics and history value. It has two major goals: to develop productivity and to achieve common prosperity. These two goals have critical influences on PESCC on terms of its research object and tasks. Although the focus of PESCC is on productivity, it not necessarily means that PESCC doesn’t cover the issue of production relations. Since political economy studies both production relations and productivity, only the theory based on the combined analysis can accurately guide China’s economic development.Wealth, as the basic economic item of PESCC, mainly covers the following principles. First, unlike labor regarded as the only source of value creation, wealth creation is a combination of multiple factors of production, such as labor,capital, land, knowledge, technology and management. In contrast, if taking labor time as the only measure of wealth,the concept of wealth itself is based on poverty. Second, wealth distribution is to distribute among all the factor owners involved in wealth creation according to their respective contributions to wealth. The growth of wealth requires the unleashing of all the factors that create wealth, and it is necessary to make each factor owner try the best. Third, the value of science and technology cannot be completely evaluated from the labor value perspective.
