摘要
面对日益严峻的水资源形势,中央及地方采取一系列措施强化城市建设和社会发展过程中的水资源约束力。规划水影响评价是从规划层面指导和约束城市发展过程中的涉水事项,促进规划的合理布局和水资源的科学利用。街区规划水影响评价以街区控制性详细规划为评价对象,由于其占地面积大、地块数量繁多且用地类型复杂,街区规划水影响评价工作过程中会遇到各种各样的问题。通过对现场情况调查、资料收集、水源选择、水量计算、退水分析、雨水控制及利用等各个环节的分析,探究并总结街区规划水影响评价过程中的重点和难点,并提出应对措施,为北京市街区规划水影响评价工作提供参考。
Facing the increasingly severe situation of water resources,the national and local governments have taken measures to strengthen the constraint of water resources in the process of urban construction and social development.Water impact assessment of planning is to guide and to constrain the water-related issues in the process of urban development on the planning level and promote the rational layout in planning and the scientific utilization of water resources.The object of water impact assessment of block planning is its regulatory plan.Because of its large area occupation,large number of plots and complex land types,there appear various issues in the process of water impact assessment of block planning.Through the analysis on the site investigation,data collection,water source selection,water quantity calculation,sewage discharge analysis,rainwater control and utilization,this paper inquires and summarizes the key points and difficulties in the process of water impact assessment of block planning,and puts forward countermeasures as references for the water impact assessment of block planning in Beijing.
