摘要
基于空间自相关方法揭示用水价值的空间分布特点,可为流域水资源管理和合理配置提供决策依据。以黄河流域为例,基于2015年各省(区)实际用水量数据量化用水价值,结合能值价值理论和空间自相关分析方法,分析了黄河流域各省(区)用水价值空间分布及其聚集特征。结果表明:黄河流域经济用水价值、生态环境用水价值和总用水价值具有明显的空间差异性;黄河流域各省(区)用水价值具有明显的空间聚集特征,其中经济用水价值在黄河上游出现低值聚集,在陕西省、河南省和山东省出现高值聚集;社会用水价值在全流域高值聚集明显;生态环境用水价值高值聚集在宁夏回族自治区、内蒙古自治区、陕西省和山西省;总用水价值高值聚集出现在青海省、四川省和陕西省,低值聚集出现在宁夏回族自治区及内蒙古自治区。建议在流域水资源管理中统筹考虑经济、社会和生态环境用水价值,巩固高值区用水价值,提升低值区用水价值,推进高值区带动低值区水资源管理水平的提高。
The study on distribution characteristics of water resources value based on spatial autocorrelation can provide the basis for decision⁃making for scientifically formulating the policies of water resources management and optimal water allocation in the Yellow River Basin(YRB).Thus,the energy value theory and spatial autocorrelation analysis method was adopted in the YRB to formulate the spatial aggrega⁃tion characteristics of the basin based on the 2015 regional statistical water resources data in each region.The results indicate that there are obvious spatial differences in economic value,ecological environment value and comprehensive value of water resources in the YRB.Simulta⁃neously,the regional water resources value of the YRB has obvious spatial aggregation characteristics.Among them,the economic value of water resources has a low value aggregation in the upper reaches of the YRB,and high value accumulation in Shaanxi,Henan and Shandong provinces;social value of water resources has obvious high value accumulation in the entire basin;the high value of ecological environment value of water resources is concentrated in Ningxia,Inner Mongolia,Shaanxi and Shanxi provinces;the high⁃value aggregates of comprehen⁃sive value of water resources are appeared in Qinghai,Sichuan and Shaanxi provinces and the low⁃value aggregates are appeared in Ningxia and Inner Mongolia.Overall consideration should be given to the economic,social and eco⁃environmental value of water resources in water re⁃sources management of the YRB.Simultaneously,it is necessary to consolidate the water resources value of high⁃value regions and improve the low⁃value regions as the goal,so as to promote the improvement of water resources management level in low⁃value regions.
