摘要
在新的时代背景下建设健全应急管理体系,可以史为鉴。要利用古代应急管理的文化成果,尤其注意大量的名言警句。通过文献梳理可以发现,中国古代应急管理名言警句数量丰富,有关于忧患意识、防灾思想的论述;有关于物资储备与灾难救助的阐述;还有应急管理步骤制度与队伍建设方面的阐发等。这些古代应急名句,皆蕴含着宝贵的管理智慧、文学光芒与宣传功能,可以在现代应急管理体系建构中得到新的发扬和利用,有利于增强当今应急管理的文化基因和软实力。
In the context of a new era,we can learn from history to build a sound emergency management system.The cultural achievements of ancient emergency management,especially the famous aphorisms,should be fully utilized.Documents review shows that there exist plenty of aphorisms about emergency management in ancient China,including discussions on awareness of danger and disaster prevention ideas,descriptions on material reserves and disaster relief,and elucidation on emergency management procedures and team building.These famous sentences about emergency management are suffused with valuable management wisdom,literary brilliance,and publicizing function.Therefore,they can be promoted and used in the construction of modern emergency management system and be conducive to enhancing the cultural genes and soft power of today's emergency management.
