摘要
随着我国全面深化改革,扩大对外开放政策的实施,自贸试验区成为对外开放的桥头堡。舟山港(浙江自贸区内)凭借良好的区位优势和产业优势,首次跻身全球十大船供油港口行列。随着我国保税油供应全行业企业在舟山聚集,船供油行业人才也将聚集舟山,人才发展需求开始围绕船供油全产业链展开,但目前舟山保税船供油行业人才供给与需求存在严重不匹配。本文以浙江自贸区为例,通过对相关企业的实地调研和调查问卷,对相关问题进行了深入研究,并从多角度分析舟山船供油行业的人才现状、存在问题及发展需求,从政策制定、人才培养等角度提出合理建议。
With the implementation of China’s comprehensive reform and opening-up policy,the pilot free trade zone has become the bridgehead of opening-up. The Zhoushan port(in Zhejiang Pilot Free Trade Zone) has become one of the world’s top ten oil supply ports for the first time because of its good geographical and industrial advantages.As China’s bonded oil supply enterprises gather in Zhoushan,the talents in the oil supply industry will also gather in Zhoushan,and the demand for the talent correspondingly focuses on the whole industry chain of oil supply for ship. But presently there is a shortage of relevant talents in Zhoushan,meanwhile,there is also a serious mismatch between the supply and demand of talents in Zhoushan bonded ship oil supply industry. We delve into these problems base on the situation of Zhejiang Pilot Free Trade Zone(Zhoushan),and analyze the current situation,existing problems and development needs of talents in Zhoushan oil supply industry from multiple perspectives. Finally,we put forward some suggestions on policy making and personnel training.
