摘要
进入21世纪以来,内蒙古自治区经济社会实现了稳步发展,人民生活水平得到了大幅度提升,但是,内蒙古城乡居民收入差距依然存在,农村居民收入增长速度仍旧缓慢,建立持续稳定的农民增收机制,促进农民增加收入,关系着内蒙古扶贫攻坚和乡村振兴的有效衔接以及民族地区稳定持续发展。分析近几年内蒙古自治区与农村居民收入相关的要素,从农业产业结构、农民自身素质、农业发展条件、财政支持力度、城乡二元结构等五个方面深入挖掘制约农民收入增长的原因,以此作为解释变量进行多元回归,从加大对农业的支持及改革力度、加强职业教育培训、培育龙头企业、加快改变城乡二元经济结构、实现产业结构优化等五个方面提出对策和建议。
Since the beginning of the new century,the Inner Mongolia has achieved steady economic and social development and people’ s living standards have been greatly improved.However,the income gap between urban and rural residents still exists in Inner Mongolia,and the growth rate is still slow.The establishment of a continuous and stable farmers’ income increase mechanism to promote the increase of farmers’ income is related to the effective connection between poverty alleviation in Inner Mongolia and rural revitalization and the stable and sustainable development of ethnic areas.Therefore,this paper analyzes the factors related to the income of rural residents in Inner Mongolia in recent years,and explores the reasons for restricting the growth of farmers’ income from five aspects:agricultural industrial structure,farmers’ own qualities,agricultural development conditions,financial support,and urban-rural dual structure As an explanatory variable for multiple regression,it puts forward countermeasures and suggestions from five aspects:increasing support for agriculture and reform;strengthening vocational education and training;cultivating leading enterprises;accelerating the change of the urban-rural dual economic structure;and optimizing the industrial structure.
