摘要
气候变化问题自20世纪末,逐渐引起国际社会的关注,现已成为全球性议题之一。随着全球气候治理不断发展、参与主体不断扩大,全球气候治理呈现出由中心化向多元化发展的趋势,其治理架构越发呈现碎片化特点。目前,《巴黎协定》虽获得国际大多数国家认可,但气候治理领导权、各国责任和分工以及各国发展速度不均衡等方面的问题依然亟待解决。自“哥本哈根气候大会”以来,中国在全球气候治理中的角色逐步由“追随者”转变为“主导者”,在治理中承担了越来越多的责任。未来,中国应更加重视国内气候环境组织的发展,逐步实现向低排放动力能源转型,积极参与和组织多边国家气候会议,定期完成国家自主贡献目标,以此来增强中国在全球气候治理问题中的领导力和组织力,进一步助力中国提升全球治理话语权。
Since the end of the 20th century,climate change has gradually attracted the attention of the international community and has now become one of the global issues.With the continuous development of global climate governance and the continuous growth in the number of participants,global climate governance has shown a trend from centralization to diversification,and its governance structure has become increasingly fragmented.Currently,although the"Paris Agreement"has been recognized by most countries,issues such as the leadership of climate governance,the responsibilities and division of labor,and the uneven developing speed of various countries still need to be resolved.Since the Copenhagen Climate Conference,China′s role in global climate governance has gradually changed from a"follower"to a"leader"and has assumed more and more responsibilities.In the future,China should pay more attention to the development of domestic climate and environmental organizations,gradually realize the transition to low-emission power energy,actively participate in and organize multilateral national climate conferences,and regularly complete nationally determined contribution targets,so as to enhance its leadership and organizational skills in global climate governance issues,and to further enhance its voice in global governance.
