摘要
消防车通道是火灾发生时供消防车通行的道路,是抢救人民生命和财产的“生命通道”。近年来,消防车通道被占用、堵塞的现象屡禁不止,妨碍消防车通行、延误灭火救援时机的情况时有发生。分析了当前消防“生命通道”存在的问题,剖析了当前消防“生命通道”问题产生的深层次原因,比如消防安全意识淡薄、停车难、基层监管能力尚未形成和执法举措相对简单等,并从法规制度的制定执行、深化消防宣传、细化监管、解决停车难问题等方面提出了“生命通道”治理的对策。
The access road which allows a fire engine a clear access in case of fire to a building,is the“life channel”to save people’s life and property.In recent years,the access road for fire engines is occupied and blocked,which hampers the rescue efforts and delays the time of firefighting and rescue.This paper analyzes the problems existing in the current“life channel”of fire control,and analyzes their deep-seated causes,such as the weak awareness of fire safety,the difficulty in parking,the lack of grass-roots supervision and the relatively simple law enforcement measures,etc.,and puts forward the countermeasures of the“life channel”governance.
