摘要
京津冀协同发展对河北“三区一基地”功能定位,要求全力打造京津冀生态环境支撑区,河北省“生态涵养区”建设成为重点突破领域之一。生态资本运营既能为自然资源丰富但发展基础相对薄弱的河北生态涵养区增加生态资本存量,也可为其经济社会可持续发展提供生态基础。河北省生态涵养区实施生态资本运营有其必要性,其运营模式有以耕地资源资本化为特征的“特色农业+农产品加工+观光旅游”的生态大农场模式、以山地资源资本化为基础的公共资源产权再分配运营模式和以垃圾资源化为目标的政府-企业股权合作模式。通过构建“顶层设计+平台建设+高效服务”政府导向机制、“绿色金融+绿色财政”资本保障机制和“技术引进+技术创新”技术支撑机制,为生态资本运营提供保障。
The coordinated development of the Beijing-Tianjin-Hebei region calls for the functional positioning of Hebei s“three districts and one base”,which requires full efforts to build the Beijing-Tianjin-Hebei ecological environment support zone.The construction of Hebei s“ecological conservation zone”has become one of the key breakthrough areas.Ecological capital operation can not only increase the stock of ecological capital for Hebei s ecological conservation area with rich natural resources but relatively weak development foundation,but also provide an ecological foundation for its sustainable economic and social development.It is necessary to implement ecological capital operation in the ecological conservation area of Hebei Province.Its operation mode includes the“special agriculture+agricultural product processing+sightseeing tourism”ecological large farm mode characterized by the capitalization of arable land resources,and the capitalization of mountain resources.Public resource property rights redistribution operation model and government-enterprise equity cooperation model with the goal of turning waste into resources.Through the establishment of a“top-level design+platform construction+efficient service”government-oriented mechanism,a“green finance+green finance”capital guarantee mechanism,and a“technology introduction+technological innovation”technical support mechanism,it provides protection for ecological capital operations.
