摘要
开展失业人员职业培训是维护社会稳定、实施就业优先战略的必要举措。当前,我国失业人员职业培训现实情况不容乐观,参加培训的失业人员人数更是逐年减少。基于政府补贴培训视角,应用人力资本投资与收益理论分析发现,我国失业人员职业培训问题主要集中在政府部门对失业人员职业培训直接有效投入不足、对失业人员职业培训中产生的间接成本影响缺乏重视,以及失业人员适应性培训普遍缺失等方面。解决这些问题,需要从增加投入优化职业培训供给、开展适应性培训提升培训效果、合理补贴以激发失业人员培训积极性等方面共同发力。
Vocational training for the unemployed people is a necessary measure to maintain social stability and implement the employment priority strategy.At present,the actual situation of vocational training for the unemployed people in China is not optimistic,and the number of unemployed people participating in the training is decreasing year by year.Through the analysis with the theory of human capital investment and income and from the perspective of government subsidized training,we find that the problems of vocational training of the unemployed people mainly focus on the lack of direct and effective investment in vocational training for the unemployed people,the lack of attention to the indirect cost impact of vocational training for the unemployed people,and the general lack of adaptive training for the unemployed people.To solve these problems,we need to increase investment,optimize the supply of vocational training,carry out adaptive training to improve the training effect,and stimulate the training enthusiasm of the unemployed people with reasonable subsidies.
