摘要
在农村公共品供给量不足的情况下,仍然存在供给失效问题。考察后发现,各方供给物品中以政府供给失效问题最为严重,其主因是在项目决策、供给方式、工作机制等方面存在问题,核心是“不懂农村”。因此,政府方面特别是基层政府要树立以人民为中心观念,围绕联系农村实际、发挥村民作用、调动社会力量、强化制度完善创新等方面采取措施,切实提高农村公共品供给的有效性。
In the case o f insufficient supply of rural public goods,the problem of supply failure still exists.After the investigation,it is found that the government supply failure problem is the worst among all the supplies.The main reason is that there exists problems in project decision-making,supply methods and working mechanisms.On the whole,it is due to“the lack of understanding of countryside”.So the government especially the grass-roots government should set up the peoplecentered concept and take measures to effectively improve of the efficiency of rural public goods supply in the aspects of connecting with rural reality,giving play to the role of villagers,mobilizing social forces,strengthening system improvement and innovation.
