摘要
《化妆品监督管理条例》已于2020年6月29日由国务院公布,自2021年1月1日起施行。与之前的《化妆品卫生监督条例》相比,其对于化妆品的安全性有了更多和更高的要求。对比新、旧《条例》中化妆品安全监管的主要内容,分析了其对政府、企业和消费者等不同受众的影响,梳理了我国化妆品安全性评价和风险评估的主要法规以及近年来增补的体外试验方法,并总结了化妆品定量风险评估的新理论。
The Regulations on Supervision and Administration of Cosmetics was promulgated by the State Council on June 29,2020 and will take effect on January 1,2021.Compared with the previous regulations concerning the hygiene supervision over cosmetics,there are more and higher requirements for the safety of cosmetics.In this paper,the main changes of the safety supervision on cosmetics were summarized by comparing the new and old regulations,with a discussion of the potential influences on different groups(government,cosmetic enterprises and consumers).The main laws and regulations of cosmetic safety assessment and risk assessment in China with updated in vitro testing methods in recent years were also summarized,and the updated theory of cosmetic quantitative risk assessment was introduced.
