摘要
领导干部是全面推进依法治国的重要组织者、推动者、实践者。全面依法治国要求新时代领导干部必须具备法治思维能力,但目前个别领导干部仍然存在人治思维和官本位意识,其执政理念、法律知识储备、运用法治思维和法治方式处理问题的能力等还不能适应这一要求。应通过加强学习培训、实践历练等方式,落实及时问责、优先提拔等制度来提高领导干部的法治思维能力。
Leading cadres are important organizers,promoters and practitioners of comprehensively promoting the Law-based Governance of China.The Comprehensive Law-based Governance of China requires that leading cadres in the new era must have the thinking abilities of rule of law.However,at present,some leading cadres still have the thinking of rule of man and the consciousness of official standard.Their ruling concept,legal knowledge reserve,and the abilities to handle problems by using legal thinking and legal methods can not meet this requirement.We should strengthen the study and training,practice experience and other ways,and implement the system of timely accountability,priority promotion and other systems to improve the legal thinking abilities of leading cadres.
