摘要
人才资源是高校赖以生存和发展的核心资源。人才的合理流动可以加强学术交流,促进各高校间人才资源的优势互补。"双一流"政策出台后,高校之间人才资源的竞争愈演愈烈,各大高校争先"抢挖"人才,促使高层次人才市场出现了空前繁荣的景象。然而,高校间高层次人才流动的区域性和流动的结构性失衡也为高校,尤其是中西部、东北地区高校及高等教育发展带来诸多负面影响。以"推拉理论"为着力点,探讨高校间高层次人才无序流动的现状,进而从体制机制改革、人才资源配置、地区政策扶持、高校自身建设等方面提出人才合理流动的建议。
Talents are the basic resources of higher education institutions.The rational flow of talents can enhance academic exchanges and promote the complementary advantages of talent resources of various institutions.With the implement of the“Double First Class”initiative,the competition between higher education institutions for talents becomes more fierce.Higher education institutions begin their fights in introducing high-level talents,which contributes to the boom of the talent market.The flow of talents between different higher education institutions as well as between different areas is unilateral,irrational,and regional imbalanced.This irrational flow between higher education institutions of different areas brings many negative influences upon colleges and universities,especially those in the Midwest,Northeast areas of China.It also results in many problems to the development of higher education.This article introduces the“push-pull theory”in analyzing the present situation and reasons of irrational flow of high-level talents.Suggestions of rational flow of high-level talents are put forward in aspects such as institutional reform,allocation of talent resources,regional policy supports as well as the self-construction of higher education institutions.
