脱贫与超越:县域推进大规模在线教育的组织化优势与自组织转向——以卢氏县为例 被引量:2

摘要 2020年春,新型冠状病毒肺炎(COVID-19)疫情爆发,大中小学普遍推迟开学,“停课不停教、停课不停学”要求大中小学利用互联网和信息化教学资源保证学生的正常学习生活。面对深度贫困地区大规模、常态化互联网技术适应的县域治理难题,通过对秦巴山区连片特困地区扶贫开发重点县河南三门峡卢氏县的个案研究,对其区域性、整体性、协同性的组织化优势加以提炼,形成“以互联网公益协作推动治理结构优化、以学科教研员专业引领推动教研协同性、以乡村小规模学校‘微共同体’推动校际均衡、以‘互联网+绿色德育’加速信息素养提高、以‘互联网+研学旅行’激发地域性集体情感”的县域经验,并从系统动力、关联动力、情感动力的角度分析县域教育行政的组织化转向互联网自组织机制创新的价值所在,为现代教育技术嵌入乡村教育反贫困的“中国之治”提供了县域样本。 In the spring of 2020,with the outbreak of the novel coronavirus pneumonia(COVID-19),the opening of primary and secondary schools was postponed.The advocacy of“suspended classes,but ongoing learning”requires schools to ensure students’normal study by making use of the internet and the information-based teaching resources.The large-scale and normalized adaptation of the internet technology is a big challenge for the county governance in the poverty-stricken areas.Through a case study of Lushi County in Sanmenxia,Henan Province,a key county for poverty alleviation and development in the poverty-stricken areas in the Qinba Mountains,this paper refines its organizational advantages of the regional,holistic,and corporative response mechanisms,and provides the experiences for the county governance:to optimize the governance structure by fostering the public welfare cooperation through internet,to promote the cooperation of teaching and research by having the professional leadership of subject teachers and researchers,to achieve the inter-school balance by organizing the“micro-community”of the small-scale rural schools,to accelerate the improvement of information literacy by taking the“internet+green moral education”,and to stimulate the regional collective emotion by organizing the“internet+study trip”.From the point of view of the system dynamics,the correlation dynamics and the emotion dynamics,the paper also analyzes the innovative value of the transformation from the organization of the educational administration to the internet self-organizing mechanism,which provides a sample of the modern educational technology adopted in the anti-poverty governance of China in the rural education in counties.
