摘要
民主协商是社会主义协商民主的实践形式,也是社会治理体系的重要环节。民主协商在社会治理共同体建设中有独特的优势和价值,其所体现的协商民主政治内涵有利于营造利益共同体,所包含的底蕴传统和参与效能有利于凝聚情感共同体,其在社会治理中的功能发挥有利于协调行动共同体。当前,民主协商在社会治理实践中已有多层次多方面运用,形成了国家机关协商于社会和基层社会多元主体协商共同发展、相互嵌入的基本格局。在社会治理现代化进程中,要弘扬民主协商精神、明确人人有责,健全民主协商机制、激发人人尽责,强化协商结果运用、落实人人享有,汇聚成建设社会治理共同体的强大合力。
Democratic consultation is the practical form of socialist consultative democracy and an important part of social governance system.It has unique advantages and values in the construction of social governance community.Its connotation of deliberative democracy is conducive to building a community of interests.It contains the tradition and the efficiency of participation,which is conducive to the cohesion of the emotional community.Its function in social governance is conducive to coordinating action community.At present,democratic consultation has been used in many levels and aspects in social governance practice,and formed a basic pattern in which the state organs consult with the society and the multiple subjects of the grass-roots society for common development and mutual embeddedness.In the process of modernization of social governance,we should carry forward the spirit of democratic consultation,clarify everyone’s responsibilities,improve the mechanism of democratic consultation,inspire everyone to fulfill their responsibilities,strengthen the use of consultation results,and implement everyone's sharing,so as to build a strong joint force of social governance community.
