摘要
在传统的政府和社会资本合作(PPP)模式基础上进行思路创新,提出借助租赁、购买等市场化手段,将非国有资产的使用权或产权等进行归集,并在此基础上提供公共服务的思路。以S市某城中村项目为例,对该思路进行实践应用,可为相关政策制定或实践提供参考。
Based on the traditional PPP model,this paper proposes the idea of collecting the use right or property right of non-state-owned assets by means of market-oriented means such as leasing and purchasing,and provides public services on this basis.Then,takes the reconstruction project of a village in S City to illustrate the idea,in order to provide reference for relevant policy making or practice.
