摘要
国有企业党委,要准确把握职能定位,不断完善参与企业重大问题决策的机制和方法,源头参与、深度介入、调研论证、集体研究,持续提高企业科学决策、集体决策和民主决策水平。本文论述了国有企业党委参与企业重大问题决策的必要性、基本要求和工作方式以及需要把握的要点,为有效发挥党委“把方向、管大局、保落实”作用提供了借鉴和参考。
Party committees of state-owned enterprises(SOEs)should accurately understand the role of Party organizations in state-owned enterprises,make the Party’s leadership an inbuilt part of corporate governance,and fully integrate Party building with business operations.They should take charge of the direction and general aspects of SOEs’development and the implementation of policies,and constantly improve the mechanisms and methods for Party committees to participate in the decision-making on major issues inside their enterprises,including participating from the outset,deep involvement,conduct of research and feasibility studies and group decision-making,to keep improving the scientific,collective and democratic level of decision-making by the leading bodies of the enterprises.
