摘要
我国的高等教育投资具有由公转私、促进科研和高校分类管理的特点。文章结合我国当前的经济建设实际情况和国家综合国力提升的实际需要,分别从政府投资体制机制、学科发展规模"、公平"与"效率"二者之间的关系;投资来源主体多元化、国家不同阶段发展建设需求以及教育投资稳定性6个方面给出了新时代我国高等教育投资资金保障体系构建和实施的政策建议,以期为我国的高等教育投资事业奠定基础并有效促进我国高等教育事业继续保持高速、健康、良性的发展势头。
Combined with the actual situation of China’s current economic construction and the actual needs of the improvement of China’s comprehensive national strength,this paper gives a new era of China’s higher education investment from six aspects:the government investment system and mechanism,the scale of discipline development,the relationship between"fairness"and"efficiency",the diversification of investment sources,the development and construction needs of different stages of the country and the stability of education investment The policy suggestions for the construction and implementation of the fund guarantee system are expected to lay the foundation for the higher education investment in China and effectively promote the high-speed,healthy and healthy development momentum of the higher education in China.
