摘要
装配式宿营装备能够有效克服传统宿营装备应急保障存在的问题,发展高原装配式宿营装备应急保障,是提高西藏地区宿营应急保障效能和实现应急管理现代化的需要。为了促进西藏地区装配式宿营装备的应急保障建设,本文构建了基于状态(State)、能力(Capacity)、绩效(Performance)的装配式宿营装备应急保障综合能力评价体系,在改进的应急能力成熟度模型的基础上,应用DEMATEL-ANP方法,对装配式宿营装备应急保障能力各指标的关联性和影响度进行了分析。以西藏地区某支援保障单位为例,应用模糊综合评判法对其装配式宿营装备应急保障能力成熟度进行评定,证明了该评价体系的可行性和适用性。本体系对于指导和促进西藏地区高原装配式宿营装备应急保障建设,具有一定的借鉴意义。
The prefabricated camping equipment can effectively overcome the problems existing in the emergency support of traditional camping equipment,and develop the high original camping equipment emergency support system,which is the need to improve the efficiency of the camping emergency support and realize the modernization of emergency management in Tibet.In order to promote the emergency support construction of prefabricated camping equipment in Tibet,this paper constructs a comprehensive emergency support evaluation system of prefabricated camping equipment based on state,capacity and performance.On the basis of the improved model of emergency capability maturity,this paper uses DEMATEL-ANP method to indicate the emergency support capability of prefabricated camping equipment,the correlation and the influence degree of the subject matter are analyzed.Taking a support unit in Tibet as an example,the fuzzy comprehensive evaluation method is used to evaluate the emergency support capability maturity of its prefabricated camping equipment,which proves the feasibility and applicability of the evaluation system.This system has a certain reference significance for guiding and promoting the emergency support construction of prefabricated camping equipment in Tibet.
