摘要 电力系统应急管理能力主要包括应急管理预防能力、应急准备能力、突发事件响应能力、突发事件恢复能力。从面向大灾情景下提升系统应急能力的视角进行理论分析,有针对性地进行目标导向的应急通讯保障系统设计。设计目标包括信道、编解码、系统运维与设备保障的去中心化与非依赖性,以及通讯系统的可靠性、可用性和易用性,同时要满足功能、结构、性能、模块化架构等设备指标的要求。为实现设计目标,采用基带数字化接收方案,短波系统由收发信机、全自动天线调谐器和电源单元组成,数传电台采用单片微处理器控制频率的设定、存储、扫描和工作种类转换及功能转换,采用超外差变频接收机、直接数字频率合成器组成机内本振单元,功放采用AB类线性宽带功率放大器。系统软件方案采用操作系统+应用程序的结构,FreeRTOS操作系统可满足系统要求,应用程序主要包含图形化用户界面、调制解调算法等模块。管理软件具备应急指挥功能和系统维护功能。 The emergency management capability of power system mainly includes emergency management and prevention capability,emergency preparedness capability,emergency response capability and emergency recovery capability.From the perspective of improving the system′s emergency response capability in the context of major disasters,this paper makes a theoretical analysis and designs a target-oriented emergency communication support system.The design objectives include the decentralization and independence of channel,codec,system operation and maintenance and equipment support as well as the reliability,availability and usability of communication system,while meeting the requirements of equipment indicators such as function,structure,performance and modular architecture.To achieve these design objectives,the scheme of digital baseband receiving is adopted,the shortwave system consists of transceiver,automatic antenna tuner and power units,the data radio uses single chip microprocessor to control frequency setting,storage,scanning,work type conversion and function transformation,the internal local oscillator unit is composed of super heterodyne frequency conversion receiver and direct digital frequency synthesizer,and class AB linear broadband power amplifier is used.The system software scheme adopts the structure of operating system and application program.Free RTOS operating system can meet the requirements of the system,and the application programs mainly include graphical user interface,modulation and demodulation algorithm and other modules.The management software has the functions of emergency command and system maintenance.
