摘要
预应力梁是铁路基础建设工程必需的重要路料,主要运用铁路既有线将其从生产现场装车运至铺架地点,因属于阔大货物范畴,预应力梁装车安全对确保铁路货物运输安全具有重要意义。在阐述预应力梁铁路装车现状基础上,针对其存在的货物测量不准确不全面、装车方案执行走样、作业人员业务能力不足等问题,从成立装车安全合署办公室、加强作业人员业务技能培训、积极补强装车安全物防措施、严控货物外形尺寸测量质量、严格执行货物装载加固方案、加强路企交接检查质量等方面提出加强铁路预应力梁装车安全的对策,以实现安全、高效、经济运输的目的,确保货物运输安全及铁路基建重点路料的供给。
Prestressed beam,an important kind of material necessary for railway infrastructure construction,is usually transported from the production site to the laying place by the existing railway lines.The safety of prestressed beam loading is of great significance to ensure the safety of railway cargo transportation because of its exceptional dimensions.Based on an overview of the current practices of prestressed beam loading,to address the existing problems including inaccurate and incomplete cargo measuring operation,unsatisfactory implementation of loading plans and incompetent staff,this paper has put forward the safety strategies including setting up the loading safety office,strengthening staff training,upgrading the loading safety measures,improving cargo measurement quality,strictly implementing cargo loading and reinforcement plan,and strengthening the inspection quality of handover between railways and enterprises.The strategies are expected to ensure the safety of cargo transportation and supply of key materials for railway construction,which are to facilitate to achieve safe,efficient and economical transportation in the long run.
