摘要
本文的主要目的是考察韩国儿童福利现状,并为其未来的发展方向提供建议。韩国的儿童福利政策面临着巨大挑战,需要同时解决绝对贫困和儿童虐待等固有问题与难以用旧模式解决的新问题。进入21世纪后,韩国儿童福利从以需要保护儿童为对象的剩余型设施保护为主的政策转变为以所有儿童为对象提供保护与发育支援的普遍性政策。尽管韩国儿童福利政策领域展现出长足发展,但无论从绝对标准还是相对标准来看,国家对儿童福利领域的支援仍然不足。针对这些问题,本文探讨了儿童福利政策需要考虑的主要议题,并为韩国儿童福利的发展方向提供建议。
The main purpose of this paper is to examine the current status of South Korea’s child welfare policy and to provide recommendations for its future development. South Korea’s child welfare policy faces great challenges to deal with chronic social problems such as absolute poverty and child maltreatment as well as emerging ones which cannot be solved with the old paradigm. Entering the 2000 s, the development of South Korea’s child welfare policy could be characterized by transitioning from the residual policy stance which largely focused on institutional care of children in need of protection, to the more universal approach to provide protection and support for all children including those being cared for in families. Even though there has been substantial development in South Korea’s child welfare field, government support for child welfare is still insufficient by both absolute and relative standards. Based on these observations, the paper examines the key issues that child welfare policy needs to pay attention to, and provides recommendations for the future development of South Korea’s child welfare policy.
