摘要
作为传承民族文化的场域,对少数民族特色村寨进行治理一直是党和政府在推进全面深化改革和扶持民族地区社会经济发展的一项重要举措。从国家层面来看,我国少数民族特色村寨保护与发展试点工作缘起于2009年,到现在已走过整整十年的治理历程。现阶段,在对少数民族特色村寨治理予以回顾与评述的基础上,进而对不同地区少数民族特色村寨治理经验进行总结,以充分认识在少数民族特色村寨进行治理的重大意义。这能够认识当前少数民族特色村寨治理中存在“自然-社会”双重因素制约、治理意识明显滞后、民族文化同质化明显、文化传承的人才缺失、多元主体利益分配机制不合理等显性问题。在解决问题的路径选择上,要形成有效的治理合力、创新治理手段方法、因地制宜做好工作、培育村寨治理精英和建构多元主体治理格局,这是未来我国少数民族特色村寨治理的根本方向。
As a field of inheriting ethnic culture,the governance of ethnic villages has always been an important measure for the party and the government to comprehensively deepen the reform and support the social and economic development of ethnic areas.At the national level,the pilot project for the protection and development of ethnic villages started in 2009 and has gone through a full decade of governance.At present,on the basis of reviewing and commenting on the governance of minority characteristic villages,the author summarizes the governance experience of minority characteristic villages in different regions,so as to fully understand the significance of governance in minority characteristic villages.This can recognize the obvious problems in the current minority characteristic village governance,such as the“nature-society”dual factor constraints,the obvious lag in governance consciousness,the obvious homogeneity of ethnic culture,the lack of talents in cultural inheritance,and the unreasonable mechanism of multi-subject interest distribution.In the choice of the way to solve the problem,we should form effective governance joint force,innovate governance means and methods,do a good job according to local conditions,cultivate village governance elites and construct multi-subject governance pattern.
