摘要
2018年公布的《淮河生态经济带发展规划》要求提升徐州区域中心城市的辐射带动能力,推动协同发展,并对徐州节能环保方面的多项内容提出了相关要求。公共财政是地方政府影响城市发展可运用的手段之一,作为区域中心城市的徐州,其财政应有助于徐州发挥区域服务作用。本文通过研究徐州公共财政支出的结构特征,结合徐州与区域城市公共财政支出的比较,发现与淮海经济区内其他城市相比,徐州在人均教育、社会保障和就业支出方面处于领先水平,但在公共安全、节能环保、农林水事务支出方面与济南等中心城市存在差距。这与徐州及区域内的人口情况等因素有一定关系,建议徐州城市治理应注重提升城市安全,在编制国土空间规划的过程中落实区域联防联控,并承担更多区域治理的责任。
The Development Plan of Huaihe Eco-economic Belt, published in 2018, requires to improve the radiation and driving capacity of Xuzhou as a regional central city, and to promote the coordinated development of the reginal area. The plan also puts forward relevant requirements in many other aspects of energy conservation and environmental protection in Xuzhou City. Public finance is one of the available means for city government to influence urban development. As a regional central city, Xuzhou’s finance should be helpful for Xuzhou to play a regional service role. This paper analyses the structure characteristics of Xuzhou public financial expenditure and finds that, compared with other cities in the Huaihai Economic Zone, Xuzhou`s per capita expenditure in education, social security and employment is in an advanced level, but in terms of public safety, energy saving and environmental protection, and agriculture, forestry and water affairs, there is a gap between Xuzhou and other central cities such as Jinan. It could be explained by population factors of Xuzhou and the region. This paper suggests that Xuzhou governance should take more regional governance responsibilities and pay more attention to improving urban safety, and to implementing regional prevention and management in the compilation process of national territory spatial planning.
