摘要
为加快西安市科技成果双向转化进程,促进科技成果快速流动与转移,针对西安科技成果双向转化还存在科技成果转化政策落实效果不好,行业应用与专利结构不平衡和金融市场支持力度不够等困境,提出西安市还须通过加强政策的机制协调及落实效果,优化科技成果双向转化的产业布局和完善金融支持科技成果转化机制等路径,着力加快与提升科技成果双向转化的进程与成效。
In order to speed up the two-way transformation process of scientific and technological achievements in Xi'an,and to promote the rapid flow and transfer of scientific and technological achievements,aiming at difficulties in the two-way transformation of science and technology achievements in Xi'an,such as the ineffective implementation of the transformation policy of science and technology achievements,the imbalance of industry application and patent structure,and the insufficient support of the financial market.It is suggested that Xi'an should strengthen the mechanism coordination and implementation effect of policies,optimize the industrial layout of the two-way transformation of science and technology achievements,and improve the mechanism of financial support for the transformation of science and technology achievements,so as to accelerate and enhance the process and effectiveness of the two-way transformation of science and technology achievements.
