摘要
伴随海洋管理的历史演变,我国海洋科技管理经历了从分散管理到统一管理的体制变迁。虽然形成了管理部门多元、管理方式多层次、管理内容丰富、管理保障有力的特征,但仍存在平台不统一,体制不完善,高层次人才缺乏,经费来源单一等问题。为完善我国海洋科技管理体制,应该积极创新,增强海洋科技创新的政策统筹以及集中管理,构建梯次区域间海洋科技管理协调体制,注重海洋科技创新与管理人才培养,多元化海洋科技管理的融资渠道。
As marine management evolution of China, marine science and technology management has undergone institutional changes from decentralized management to unified management. Although the characteristics of diversified management department, multi-level management style, rich management content, and strong management support have been formed, there are still many issues such as the unification of the platform, the imperfect system, the lack of high-level personnel and the single source of funding. In order to perfect the marine science and technology management system, we should actively innovate as follows. Firstly, we should enhance the co-ordination and centralized management of marine science and technology. S econdly, we should construct an inter-regional agreement on marine science and technology management and coordination. Thirdly, we should pay attention to the cultivation of marine scientific and technological innovation and management. Finally, we should diversify the financing channels for marine science and technology management.
