摘要
针对当前高校科研活动中科技创新与社会经济发展脱节,科技创新项目与市场需求脱节,从而导致成果多、转化难、应用少的现状,由以往的"末端治理"转向"源头治理",以克服高校科研中的"孤岛现象"。从高校科研团队建设的视角出发,分析了高校科研中存在的"孤岛现象"及其原因,以增强团队市场意识及市场敏感度为核心提出了要从科研目的、成员结构、考核激励、决策机制以及校企科研合作着手推动高校科研团队的建设由知识导向型转向市场导向型的具体措施。由此从高校科研活动的发端开始推进高校科研与实际生产的对接,化解我国高校科技创新脱离经济社会所出现的成果转化难的症结,破解我国高校科研中的"孤岛现象",提升高校的科技成果转化量。
Based on the fact that technical innovation is divorced from social and economic development,and technical innovation projects are divorced from market demand in the current technical innovation activities of universities,which leads to the status quo of more achievements,difficult transformation and less application,the former"end governance"has turned to "source governance " in order to overcome the "island phenomenon " in the technical innovation of universities. From the perspective of the team construction in universities,this paper analyzes the "island phenomenon"in scientific research in universities and its causes. In order to enhance the market awareness and market sensitivity of the team,this paper puts forward the concrete measures from the scientific research purpose,member structure,examination and incentive, decision-making mechanism, and scientific research cooperation between schools and enterprises to promote the construction of scientific research team in universities from knowledge oriented to marketoriented. From the beginning of scientific research activities in universities,we promote the connection between scientific research and actual production, to solve the problem of difficult transformation of scientific research achievements in universities due to their separation from the economic society,to crack the "islanding phenomenon"in scientific research in universities of China, and to enhance the transformation of scientific and technological achievements in universities.
