摘要
以唯物史观为指导,首次将中国水利事业发展的历史阶段划分为原始水利、农业水利、工程水利和生态水利四个发展阶段,归纳它们不同的外在特征。运用矛盾论,从四个视角对水利事业发展的历史脉络和内在规律进行深入讨论,即,人水关系的矛盾运动,水利事业主要任务的扩张,人与水力量对比的转变,以及科技发展和治水理念进步。指出,发展到当代生态水利阶段的过程是科技发展这一关键性因素所决定的经济基础和上层建筑之间关系进行影响和演变的必然结果,人水关系的矛盾运动是水利事业发展演进的原始动力。
Guiding by the historical materialism, the historical stages of China water conservancy were divided into the following four stages, i.e., primitive water conservancy, agricultural water conservancy, engineering water conservancy and ecological water conservancy. Their different external characteristics were summarized. contradiction theory was employed to discuss the historical threads and internal laws of water conservancy development in depth from four perspectives, i.e., contradictions between human and water, the expansion of service object and main tasks of water conservancy, the shift of contrast in power between human and water, the expansion of theoretical field of vision and the progress of the water management concept. The findings include that:(1) The process of development to the stage of ecological water conservancy is the inevitable result of the influence and evolution of the relationship between economic foundation and superstructure, which is determined by the key factor: the development of science and technology.(2) The contradictory movement of human-water relationship is the original motive force for the development and evolution of water conservancy.
