摘要
为进一步规范农村低保的管理,概述了我国农村低保管理现状,以安徽省Y县为例,分析当前农村低保存在的"易进难出"现象及其产生机理:既有国家的重视,广大农村居民对政策的了解程度高,多项准入条件存在可操作性空间;又有农村低保绑定较多附加保障,退出机制不完善,农村人口脆弱性高,低保户内在动力不足等因素。从乡村振兴视角,探讨了相关的治理对策,包括加快构建农村低保的良性进退机制,有针对性地增强农村低保户的造血功能,完善综合性社会救助体系,多主体共同做好农村社会救助兜底工作等。
In order to further promote the effective implementation of rural subsistence allowance policy,it summarizes our country the phenomenon of"easy entering,difficult getting out".Taking Y county in Anhui Province as an example,it analyzes the mechanism of"easy entering,difficult getting out"phenomenon.Factors are as follows:national emphasis on policies,high understanding of the majority of rural residents,operational space of multiple access conditions,additional guarantees attached to the rural subsistence allowance,imperfect exit mechanism,high vulnerability of the rural population,lack of internal motivation of the subsistence allowance households,and the low enthusiasm of the village cadres.From the perspective of rural revitalization,this paper probes into the related go-vernance countermeasures,mainly to accelerate the construction of the benign mechanism of rural subsistence allowance,target to enhance the hematopoietic function of rural low-living households,improve the comprehensive social assistance system,and work with multiple stakeholders to ensure that rural social assistance is provided to rural residents.
