摘要
欧盟、欧亚经济联盟、"一带一路"这三种区域进程的历史文化背景不同,意识形态与主导政治观念不同,社会经济发展的水平和速度也不同,但中、俄、欧这三大行为主体也有寻求接近与合作的愿望。推动欧亚大陆三大板块互相接近的动力,不光显著地出自经济领域,还来自国际力量此消彼长的结构变迁,更由于观念形态所出现的深层变化。当然,三大主体间的接近与合作,同时也存在着相当的阻碍和牵制。正是在这样的背景下,"一带一路"倡议凸显出十分重要的现实意义和长远价值。"一带一路"以其各种功能,既可以穿行在欧亚大陆不同的区域体制之间,成为连接各个国家的交往管道;同时也必定会在共同利益之上,经过长时间努力,建立起机制和规则,推动互联互通。在可见的将来,这种目标合宜、小步推进、避免冲突、求同存异、非排他性的建构方式,能够为推进欧亚合作,乃至未来地区与国际秩序构建做出应有的贡献。
The three regional processes of the European Union,the Eurasian Economic Union,and the"Belt and Road"Initiative differ in historical,cultural backgrounds,ideologies and dominant political concepts,in addition to levels and speeds of their socio-economic development.However,these three main bodies also seek to approach and cooperate.The motivation for the rapprochement among these three major plates of the Eurasian continent originates not only from the economic field,structural changes of international forces,but also from profound perceptional changes.Undoubtedly,there also exist considerable obstacles and constraints on cooperation among these three main bodies.It is against this backdrop that the"Belt and Road"Initiative has been highlighted in its important practical significance and long-term value.With its various functions,the"Belt and Road"Initiative could travel between different regional systems in Eurasia and become a communication channel connecting various countries.Meanwhile,the interconnectivity will definitely be promoted through mechanisms and rules established after a long period of efforts based on common interests.In the foreseeable future,this approach,with appropriate goals,by advancing in small steps,avoiding conflicts,seeking common ground while reserving differences,rather than exclusive construction means,could make due contribution to the advancement of Eurasian cooperation and even the construction of future regional and international order.
