摘要
人类卫生健康共同体,是人类命运共同体理念在全球公共卫生治理上的具体实践。这一共同体不仅是一个指导全球公共卫生治理的理念,而且还蕴含着一套叙事逻辑,更是一项实践工程,体现了"理念—话语—行动"的逻辑统一。其中,"理念"是打造人类卫生健康共同体的软力量,"话语"是人类卫生健康共同体中每个成员形成共识的基础,"行动"是人类卫生健康共同体运行和发展的保障,三者相互制约、互为条件,形成了环环相扣的逻辑整体。从理念、话语和行动三个维度研究人类卫生健康共同体,可为有效打造共同体提供有力的理论支撑和实践对策。
The Community of Common Health for Mankind is the concrete practice of the concept of the Community with a Shared Future for Humanity in global public health governance.The community is not only a concept guiding international public health and safety cooperation,but also contains a set of narrative logic,and it is also a practical project,reflecting the logical unity of"concept—discourse—action"."Concept"is the soft power to build the community."Discourse"is the basis for consensus among all members of the community."Action"is the guarantee for the operation and development of the community.The three variables are mutually restricted and mutually conditioned,forming a coherent logical whole.This paper provids a theoretical support and practical countermeasures for the study of the community from these three dimensions.
