摘要
国际塑造力是一个国家塑造自身国际形象、重塑国际体系和国际秩序的能力,国际议程设置权、国际规则制定权和国际话语权是决定和影响国际塑造力的重要变量。自"一带一路"倡议提出以来,提升中国"一带一路"倡议的国际塑造力取得了积极进展:"一带一路"倡议已进入国际议程,取得了国际制度化的可喜成果;为重塑国际规则提供了多领域的系统性制度安排;建构与传播中的中国"一带一路"倡议的国际话语体系,赢得并达成了广泛的集体认同和国际共识。为可持续推进"一带一路"建设,推动新型国际关系和人类命运共同体的构建,应在夯实国家综合实力的基础上,通过进一步增强"一带一路"倡议的国际议程设置权、国际规则制定权和国际话语权,来持续提升中国"一带一路"倡议的国际塑造力。
International shaping power is the power which a country possessed in molding international image and reshaping international system and order.International right of agenda setting,rulemaking and having voice are significant variables which determine and influence international shaping power.For over six years,China has made positive developments in international shaping power of the Belt and Road Initiative.For example,the initiative has already been put on the international agenda and made institutionalizing progress,China has arranged institutional arrangements in many areas for reshaping international rules,and China’s international discourse system in the Belt and Road Initiative has obtained widely common acknowledgement and has been approved by other countries.In order to push the sustainable development of the initiative and advance a new type of international relations and a community of shared future for mankind,China should enhance national power,so as to have more voice in international agenda setting,and rule-making to lift China’s international shaping power of the Belt and Road Initiative continually.
