摘要
党的十九大以来,“绿水青山就是金山银山”的绿色环保理念已经深入人心。高职院校的节能减排工作发生了积极变化,呈现出一些新态势和新特点,具有新理念、全方位、全员性、内涵式、持久性和易反弹的特点。在研究掌握新态势和新特点的基础上,基于矩阵式管理的节能减排新模式,高职院校运用矩阵式管理的思路方法分析节能减排系统工作成效及存在的问题,找出当前矩阵式栅格化管理需要突破的关键问题,充分利用信息系统和大数据背景,积极探究节能减排与数字一体化的有效实现路径。新态势下的节能减排应对策略,可以建设实时管控的电子监控系统,采用节能减排的新设计、新工艺、新流程、新材料,加强师生的全员节能减排培训与宣贯,配套完善基于矩阵式管理的节能减排质控平台与奖罚考核机制,强化系统性规划与科学决策,实现节能减排的持续性改进与融合式发展。
Since the 19th National Congress of the Communist Party of China,the green environmental protection concept of“green water and green mountains is golden mountain and silver mountain”has been deeply rooted in the hearts of the people.Positive changes have taken place in the work of energy conservation and emission reduction in higher vocational colleges,showing some new trends and characteristics,with new ideas,all-round,full staff,connotative,lasting and easy to rebound.On the basis of studying and mastering the new situation and new characteristics,based on the new mode of energy conservation and emission reduction based on matrix management,higher vocational colleges use the thinking method of matrix management to analyze the work effect and existing problems of energy conservation and emission reduction system,find out the key problems that need to be broken through in the current matrix grid management,and make full use of information system and big data to explore the integration of energy conservation and emission reduction and digital integration The effective implementation path.Under the new situation,the coping strategies of energy conservation and emission reduction can build a real-time control electronic monitoring system,adopt new design,new process,new materials of energy conservation and emission reduction,strengthen the training and publicity of energy conservation and emission reduction of teachers and students,complete the energy conservation and emission reduction quality control platform and reward and punishment assessment mechanism based on matrix management,strengthen systematic planning and scientific decision-making,and realize energy conservation continuous improvement and integrated development of emission reduction.
